PUTNAM COUNTY, WV – Troopers with the West Virginia State Police and the Putnam County Sheriff’s Department’s Special Enforcement Unit need your help located William “Bill” Roegner and his girlfriend, Penny Holt.
Holt is wanted for questioning in connection to the investigation. She is not facing any charges at this time.
Roegner is is facing ten charges, including two counts of sexual abuse by a parent, two counts of sexual assault in the first degree, two counts of sexual abuse in the second degree, two counts of incest, and two counts of distribution of a controlled substance.
Investigators said Roegner began abusing his three victims when they were around five years old, and that abuse lasted into their teenage years. Each of the victims are adults at present time.
The investigation began January of 2016, and the warrant for Roegner’s arrest was issued on March 20th.
Roegner is a former officer with the Hurricane Police Department. He also served in the United States Military, officers said.
Investigators said Roegner should be considered armed and dangerous, and he has made threats against law enforcement.
Roegner and Holt were last seen in the Hurricane/Culloden areas, according to investigators.
