Dashcam: Man Nearly Blinded After Cop Tasers Him in Eye for No Reason
A man has filed a federal lawsuit against a Fayette County, OH Sheriff’s Deputy for excessive force.
Matthew David Kelly was riding with his friend who was pulled over for suspected DUI and arrested by state trooper Bryan Cook. Kelly was asleep in the the passengers seat.
Then overzealous deputy, Clinton Sines, came over after Cook tried several times to wake Kelly up.
When Kelly finely comes to, he is obviously disoriented and begins flailing his arms. At this time Sines tries to remove him from the vehicle, but does not realize that Kelly is restrained by his seat belt.
Not giving Kelly a chance to remove the seat belt, he kept pulling and pulling and then pointed the taser at his face and fired. A prong from the taser struck Kelly in his right eye.
“Get on the ground, get on the ground, now, get on the ground, I’ll do it again, get on the ground,” Deputy Sines yelled.
Kelly stood there with his hands on his head and appeared confused. The deputy activated the Taser for a second time, and according to the lawsuit, “sent a second surge of high voltage electricity” into Mr. Kelly’s eye.
According to WBNS-10TV, both Trooper Cook and Deputy Sines then realized that Kelly was still buckled in. He was eventually freed from the seatbelt and complied with the orders.
The lawsuit claims the Taser prong remained embedded in his right eye.

In the video, Kelly’s eye is swollen shut. “My eye hurts,” Kelly told them. Paramedics later transported him to the hospital for surgery and according to the lawsuit, Kelly suffered “near total loss of vision” in that eye.
Fayette County Sheriff Vernon Stanforth said, “Deputy Sines was not reprimanded for these allegations. I thoroughly reviewed the video and believe he acted within policy.”
10TV obtained Deputy Sines’ personnel file and along with several accolades, there were also reprimands for unprofessional conduct and failure to perform his duties.

Sines was named the defendant in another lawsuit in which he allegedly tried to make an 18 year old girl remove her clothing in order for him to let her off for an alleged missing tail light.
According to that lawsuit, several complaints for unprofessional conduct had been made against the deputy and yet he was still allowed to remain a law enforcement officer. The parents of the girl named the Sheriff as well in the lawsuit, for allowing Sines to return back to work after all of these allegations, thus leading to the girl’s sexual harassment.
Apparently Fayette County Sheriff’s Department is short on police officers, otherwise why would they keep such scum bag in their ranks? That was a rhetorical question.
