A former Memphis police officer who was arrested outside the White House on Sunday with nine firearms in his car believed the CIA implanted a chip in his head, according to court documents.
Timothy J. Bates, 37, of Collierville, Tenn., appeared in court on Monday facing a felony charge of illegally carrying a rifle or shotgun. He also faces a number of state weapons charges.
Bates, who served on the Memphis Police Department for 13 years until he was “medically retired in 2013,” appeared to be urinating on the corner of 17th St. NW and Pennsylvania Ave. in Washington D.C. on Sunday.
When uniformed members of the Secret Service confronted him outside the White House, Bates said he was trying to get advice from Defense Secretary James Mattis and NSA Director Mike Rogers.
Bates believed he was owed $28.7 million in return for having a chip implanted in his head as part of a CIA program.
He drove to the White House, hoping to reach either Mattis or Rogers so he could get paid and have the chip removed since it was causing him “severe headaches, shaking and convulsions.”
Bates told the police he had weapons in his car, and consented to a search that uncovered numerous rounds of ammunition along with nine firearms, including a machine gun, assault rifles and pistols, WTOP reported.
The 37-year-old was also carrying other weapons like knives and brass knuckles in his car, police said.
Bates, who was committed for mental health issues in February, was taken to a hospital for a mental observation on Sunday.
He is due to appear in court for a preliminary hearing on Thursday.
